Quality management is a process that includes the managerial functions of planning and decision-making, organizing, leading, coordinating, motivating and controlling the activities and resources in the organization in order to achieve full compliance between the final results of its activity and the standardized requirements for the purpose.

The quality management process should be considered as a system made up of many interrelated rules and norms, which in their entirety ensure the achievement of results having favorable characteristics for users.

According to ISO, quality is understood as the degree of conformity of the final results of the organizations' activities with those determined as optimal for satisfying the needs of consumers, protecting their health and ensuring harmony with the environment

Activity of the Commission for Control over the Quality of Education

The quality management of the Faculty of Public Health "prof. Dr. Tsekomir Vodenicharov, PhD" at the Medical University - Sofia is carried out through a quality management system, tailored to the specifics of the professional areas. In connection with this, in December 2023, by order No. D-180/04.12.2023 of the Dean of the Faculty of Health Sciences, the composition of the Commission for Control over the Quality of Education in the areas of: "Public Health" and "Health Care" was updated . Chairs responsible for this activity have been confirmed. A system for evaluating and maintaining the quality of education and academic staff has been developed and introduced.

To ensure the effective management of the FOZ and its main units,
leading to quality interaction, an organization has been created to:

  • awareness of staff members / teachers, administrative
    staff and students/ on how professional are assessed
    directions.
  • feedback through the Dean's and Departmental Councils;
  • transparency in the actions of collective management bodies;
  • accountability – annual report of the faculty management to the General
    assembly;
  • control of the decisions and actions of the governing bodies - through the participation of
    students and doctoral students in governing bodies.

Some of the main activities of the Commission are related to:

  • Supporting the Dean, FS, departments and the administration to introduce at the faculty level the approved by the Rector and the Academic Council
    standards, methodologies, methodologies and information systems for evaluation and quality control;
  • Supporting the management of the Faculty for the implementation of activities through which the Quality Management System functions;
  • Participates in the preparation and implementation of the faculty's accreditation;
  • Prepares proposals to the Dean and the Faculty Council for projects and solutions to improve the activity of the educational process.

The Dean exercises control over the activities of the Commission, can assign tasks within the scope of its powers, monitor their implementation, demand a written report on the results of the activity, sanction the members of the commission administratively and make proposals for changes in the composition her.

Commission meetings are usually held twice a year (at the end of each semester) or as needed – for example, during accreditation procedures; in circumstances that require the opinion of the Commission in aid of
the management of the FOZ, etc.

The main issues that are discussed during the meetings of the Commission for
control over the quality of education are related to:

  • Current quality issues in Medical University/PHOS;
  • Results of the learning process;
  • Conducting exams, colloquiums and difficulties in the process of preparing students and doctoral students;
  • Adequacy of curricula and programs, as well as the material base;
  • The defense of doctoral, bachelor's and master's theses;
  • Examining the results of the survey among the students, specialists and doctoral students;
  • Reviewing course documentation and doctoral student files for omissions
  • and imperfections;
  • The results of the internal audits conducted to assess the quality and functioning of the relevant training programs held in the Departments of the Health and Human Services.

After the end of each semester, the Commission prepares a report and analysis of the quality of
study, which is deposited with the Dean for consideration and after its discussion
sends to the Chairman of the General University Committee for Management and Evaluation of
the quality of the learning process.

The Commission carries out its activity through active interaction,
coordination and cooperation with the Management of FOZ, Heads of Departments,
the members of the department councils and the Heads of the FOZ training bases.

To improve the quality of educational and scientific activities, the following is carried out:

  • annual evaluation and updating of curricula and programs;
  • periodic survey of student satisfaction with the quality of
  • the learning process through an anonymous survey;
  • meetings with students to discuss problems related to the management of
  • the learning process and the quality of learning;
  • course instructors' assessments of the quality of the current learning process;
  • evaluating exam results and making adequate management decisions;
  • periodic report of the proposals and opinions of the students and doctoral students, based on which actions are taken for their adequate application in the educational process.
