Prof. Momchil Mavrov, MD, PhD

Biography

Prof. Momchil Mavrov graduated with a degree in Law from Plovdiv University Paisii Hilendarski. He defended a Master's degree in Finance from the D. A. Tsenov Academy of Economics in Svishtov (2007) and a Master's in Health Management from the Faculty of Public Health, Medical University – Plovdiv (2012). 

In 2016 he defended his doctorate in the professional field of 3.6 Law at Plovdiv University Paisii Hilendarski with a dissertation on "The Right to Information in Healthcare (Administrative and Legal Regulation)". 

In 2018, he became an Associate Professor in 3.6 Law at the Medical University – Plovdiv. Since 2023, he has held the academic position of Professor in 3.6 Law at the Faculty of Public Health, Medical University – Sofia, and since 2024 also at the Faculty of Public Health, Medical University – Plovdiv. 

Prof. Mavrov has extensive practical experience in healthcare management. His accumulated knowledge and skills allow him to apply effective strategies to improve the quality and efficiency of health services. Until 2010, he practiced as a lawyer. From 2010 to 2022, he held the position of Deputy Director of Administrative and Economic Affairs at St. George University Hospital, Plovdiv. 

From August 17, 2022, to June 7, 2023, he was the Head of the political cabinet of the Ministry of Health. In 2023, he was the chairman of the Supervisory Board of the National Health Insurance Fund, and later that year he was elected deputy governor of the NHIF. From April 17, 2024, to October 4, 2024, he temporarily held the position of NHIF governor.

Publications and scientific interests

Prof. Mavrov's teaching activities and professional interests are in the fields of medical law, social and health legislation, health management, administrative law, and the protection of human rights. The total number of Mavrov's scientific works consists of 80 scientific publications, which include 1 dissertation, 4 monographs, 1 textbook on criminal law, 74 scientific articles and reports. His scientific production has about 60 citations in national and foreign scientific publications.

Membership in organizations

Prof. Mavrov is a member of the Bulgarian Association of Public Health (BAPH), the European Association of Public Health (EUPHA), the Bulgarian Scientific Society of Public Health, the Union of Scientists in Bulgaria, and the non-profit association "National Consulting Center for Medical Law".
