Prof. Mariela Deliverska, LL.M, MPH, PhD, DSc

Biography

Professor Mariela Deliverska is a lawyer specializing in administrative law, with expertise in legislative drafting and law enforcement specifically in the healthcare sector. She works on issues related to the protection of human rights in access to medical care and the management of healthcare services.

She graduated from the faculty of law at Sofia University “St. Kliment Ohridski.” Holds also a master degree in “Public Health and Health Management” from the Medical University – Sofia. Has specialized in “Public Administration” and “Judiciary.” Has defended a PhD in “International Public Law and International Relations”. Has specialized in human rights protection in healthcare, as part of the the Open Medical Institute programme in Austria.

Her professional experience includes working with the Commission for Protection against Discrimination and holding expert positions in the Ministry of Justice in the field of international legal cooperation. In 2013, she became the director of the “Science” Directorate at the Ministry of Education and Science, and in 2014, she was appointed as the national coordinator of the EU Framework Programme “Horizon 2020.” She is directly involved in the evaluation of the research system and the development of strategic initiatives in the field of scientific research and innovation.

Since 2010, she has been lecturing at the Medical University – Sofia, initially at“Yordanka Filaretova” Medical College., Since 2015 – she is part of the academics at the Faculty of Public Health. In 2016, she defended a scientific degree of “Doctor of Science,” and in 2017, she has been elected vice-president of the General Assembly of the Faculty of Public Health. From 2017 to 2020 she has served as Head of the Department of “Law and Ethics in Medicine.” Since 2020 and onwards she is professor at the Department of “Health Technology Assessment”.

Publications and scientific interests:

She is the author of scientific books and numerous publications in national and international scientific journals. She is the National Contact Point of the European Association of Health Law. Member of the World Association of Medical Law.

Membership in organizations:

She is also a member of the scientific editorial boards of prestigious international scientific journals, including Health Economics, World Journal of Education, Journal of Curriculum and Teaching, Global Bioethics Enquiry, International Journal of Public Health Medicine, and Medical Law and Ethics Journal.
