The project consortium brought together partners from EU member states - Bulgaria and Lithuania together with five countries from the Eastern Partnership - Georgia, Moldova, Belarus, Kazakhstan and Tajikistan. 14 health and medical universities from the above 7 countries participate in the project. The coordinator and lead partner of this project is the International University of Batumi (Sakartvelo), Georgia, represented by the project manager, Professor Levan Metreveli. He has extensive experience in international professional (as Dean of the Faculty of Medicine) and political activities (working as a diplomat in a number of countries).

The program follows the guidelines of the European action plan for the introduction of electronic health care until 2020 and is created in implementation of the National Strategy for the Development of Scientific Research (NSRI) 2030. The overall goal of the Program is to improve the quality and timeliness of medical care while optimizing the costs of the computerized activities and reducing the workload of the medical staff with technical and administrative tasks.
National scientific program "Information and communication technologies for a single digital market in science, education and security" includes three main directions in which related activities are distributed. Its scope allows effective implementation of the set goals and overall improvement of the electronic infrastructure for open science, the application of digital technologies in education and information security.
